East Side Coastal Resiliency (ESCR)

The East Side Coastal Resiliency (ESCR) project is a flood resiliency initiative jointly funded by the City of New York and the federal government to protect more than 100,000 New Yorkers from the effects of climate change.

ESCR require a multi-city-agency effort to elevate East River Park to above the 100-year flood level and create a series of active floodwalls and barriers from Montgomery Street in the Lower East Side to East 25th Street in Kips Bay. It is among the most technically complex capital projects ever undertaken in New York City.

The project required land use approvals to allow the City to acquire private parcels of land as well as a text amendment to waive waterfront design requirements. It also required an intense environmental review to understand the impacts of the project, including public review and engagement.
